The obligations a New Zealand early learning service carries, and what Oversite does about each one. Take it to your board, or work down it against whatever you use now.

Ratios and licensing

Schedule 2 ratios, centre-based
Under-2s at 1:5 and over-2s at 1:10, checked against who is present rather than who was rostered.
Schedule 1A ratios, home-based
Applied automatically where the service is licensed as home-based, rather than a centre rule with different numbers.
Licensed capacity
Total places and under-2 places recorded per site, per day of the week, and used as the denominator everywhere.
Person Responsible on site
Tracked against the roster, so a gap is visible before it happens.
Qualified and certificated staff percentage
Certification held per staff member with expiry dates, and counted toward the qualified percentage.
Licence conditions and hours
Opening days and hours held per site, with closed days blocked rather than warned about.

Funding and returns

RS7 funding return
Assembled from attendance already recorded, three times a year, rather than re-entered.
Attendance records
Individual sign-in and sign-out per child, retained as the evidence behind every claim.
Absence exemptions (Handbook 7-7)
Recorded against the enrolment with the evidence log an MoE or Resourcing auditor asks for.
Annual ECE Census (Handbook 14-2)
A readiness report that names the sites and fields still missing, run whenever you want it.
EAV equity funding and attestation
Signatures captured and counted toward the return.
FamilyBoost statements
Produced on demand for families claiming it.
Seven-year record retention
Included in the price, not an archive tier.

Employment and pay

Pay parity attestation
Attestation tracked with reminders ahead of the date it falls due.
Salary scale and progression
Steps held against the published scale, with progressions surfaced when they fall due.
Safety checking (Children's Act 2014)
Vetting and safety checks recorded per person, with renewal dates tracked.
Police vetting
Held with its expiry, for staff, contractors and household associates alike.
Practising certificates
Expiry watched nightly and raised before it lapses.
Employment records
Type, basis, position and payroll detail, each behind its own permission.

Health, safety and wellbeing

Hazard register (HSWA 2015)
Permanent, temporary and contractor-introduced hazards with risk ratings, controls and review dates.
Incident recording and notification
Injury, illness and event records, with WorkSafe and Ministry notifiability flagged.
Emergency drills (Regulation 28)
Drills logged with participants, duration and outcome, and reminders when the next is due.
Worker participation and consultation
Consultations recorded with topic, date and who was involved.
Hazardous substances
Held against their HSNO classification.
Healthcare plans and medication
Plans with emergency actions, and every administration witnessed and signed.
Child protection policy review
Review cycle tracked, with a reminder before it lapses.
Evacuation and visitor accounting
Muster lists that include visitors still signed in.

Children and families

Enrolment agreements and consents
Held against the child, with consent recorded rather than assumed.
Immunisation status
Recorded for the enrolment rules and fed into the census figures.
Guardian and collection authority
Who may collect, and who is an emergency contact, kept current by the family.
Te Whāriki documentation
Learning journal entries tagged to the strands, published to families.
Sleep, nappy and daily care records
Recorded in the room as they happen.
Excursion planning and consent
Risk assessment, ratios, transport and consent recorded before approval.

Property, contractors and governance

Contractor vetting and insurance
Public liability and health-and-safety documentation with expiry dates, per company and per worker.
Site inductions
Completed before work starts, with any hazard introduced landing in the register.
Building and vehicle compliance
WOF, registration, servicing and warranty dates tracked to expiry.
ERO review cycle
Last review, cycle length and next due date, with action items tracked between them.
Internal governance review
On its own cycle, with reminders.
Audit trail
Changes logged with who made them and when.
